The Product Owner maximizes the value of the product delivered by the development team, as stated in the Scrum Guide. Owning the Product Backlog and ordering work for further developing the product, the PO typically act as the funnel for stakeholder requests and the person to go to for external parties if they want to get work done by the development team.

An unfortunate misunderstanding, however, is that the PO is the only one who talks about potentially new work with people external to the team. Developers are welcome, and should be encouraged, to talk to customers, end-users and other stakeholders in order to understand the needs of their surrounding actors better, while the PO should be on top of the Product Backlog and order it accordingly.
